Position Summary

Provide Project Management for the development and implementation of new construction as well as facilities alteration and renovation projects for the Institute. Typical projects include General Fund, Maintenance Reserve and capital funded projects and small departmental projects. The primary focus will be on the Institute’s Capital Construction Program.

Required Qualifications


  • Bachelor Degree in engineering, architecture, or related field or equivalent experience.

Competencies and Experience:

  • Demonstrated experience managing the design and construction of projects with values greater than ten million dollars, featuring complex phasing, technical and funding elements.
  • Comprehensive knowledge of project planning and development, contract management, design and construction management with experience in integrated project delivery.
  • Progressive experience in the management and/or supervision of new construction and renovation projects.
  • Demonstrated ability to perform inspections of work place ensuring quality and code compliance
  • Ability to coordinate the development of project scopes/programs and to develop realistic project budgets and schedules.
  • Demonstrated ability to plan and prioritize, delegate and supervise work.
  • Demonstrated ability to work well with a variety of constituencies using excellent written, verbal and interpersonal communication skills.
Preferred Qualifications
  • Registration as an Architect or Professional Engineer in the Commonwealth of Virginia.
  • Advanced degree in engineering, architecture, professional engineering or related field.
  • DHCD Inspection Certifications relating to mechanical, plumbing and electrical systems.
  • Working knowledge and experience with the Commonwealth of Virginia Capital Outlay design and construction procedures as indicated in the Construction and Professional Services Manual (CPSM).

Conditions of Employment:
  • Extended work hours may be required in support of project delivery.
  • Occasional travel may be required to attend meetings and training both in and out of state.
  • Must be physically able to negotiate horizontal and vertical construction in order to assess and inspect projects.
  • This position has been designated as essential to the operation of the department which will require reporting to work when the Institute is officially closed and is subject to overtime.
