Position Summary

The Virginia Institute of Marine Science (VIMS) has a three-part mission to conduct interdisciplinary research in coastal ocean and estuarine science, educate students and citizens, and provide advisory service to policy makers, industry, and the public. VIMS provides these services to Virginia, the nation, and the world.

The Virginia Institute of Marine Science (VIMS) is seeking a highly qualified and talented Chief Financial Officer (CFO). This position is located at Gloucester Point.

The ideal candidate will have a strong business acumen, with a collegial, and collaborative leadership style. An innovative approach, with the proven ability to manage both financial resources and human capital effectively to ensure the highest quality work to advance the mission of the Virginia Institute of Marine Science.


The Chief Financial Officer (CFO) is an executive-level position reporting directly to the Agency Head of the Virginia Institute of Marine Science (Dean and Director-VIMS) and is a member of the executive leadership team.

Core responsibilities of the position include:

  • Serves as the chief advisor to the Dean/Director regarding all financial matters of the Institute. Develops, disseminates, and enforces financial policies and procedures to faculty and staff.
  • Develops and submits Institutional operating and capital outlay budget requests to the Governor and General Assembly for consideration. Serves as the state legislative liaison for VIMS.
  • Oversees and supervises the activities of the Directors of Sponsored Programs, Budget (including VIMS Foundation Operations), and Financial and Administrative Services.
  • Conducts routine evaluations of institutional programs to ensure optimal use of resources to meet the highest priorities of the institute.
  • Cultivates and maintains strong professional relationships and serves as the liaison to William & Mary central finance and administrative offices. Reviews and approves / disapprove all personnel actions for the Institute.
  • Researches, documents, and analyzes data related to on-going and emerging issues of importance to the Institute and higher education, in general. Formulates and executes strategic financial and operational plans.
  • Partners collaboratively and confidentially with department heads, faculty, and staff in facilitating resolutions of problems/issues in financial processes that impede efficiency and effectiveness of operations.
  • Actively engages in W&M Board of Visitors meetings, VIMS Foundation board meetings, and the Center for Applied Marine Science and Technology board meetings.
Required Qualifications

Master’s Degree in Business, Public Administration, or other relevant field.


  • An understanding of state and federal regulations governing higher education institutions.
  • Knowledge of current and emerging issues, trends, and strategies in higher education finance.
  • Outstanding financial expertise, with strong technical knowledge and skills in a range of finance disciplines.
  • Deep understanding of financial and budgeting operations, and proven talent for the development and execution of long-term financial strategy.
  • Strong demonstrated proficiency in a variety of software applications including MS Office, automated financial systems and web-based programs.
  • Strong entrepreneurial orientation and a willingness to take considered risks and seize opportunities. Strong problem solving skills with the proven ability to bring about complex change in a thoughtful manner and to implement solutions and establish best practices that are tailored to the unique needs of the institution.
  • Commitment to the highest ethical and professional standards. Personal and professional integrity above reproach, while consistently exercising sound judgement.

  • Substantive years of progressively responsible strategic leadership experience overseeing financial and administrative functions within a university setting.
  • Experience as a fair, respectful leader, and a skilled administrator.
  • Proven experience relating to external constituencies such as governing boards, legislative bodies, public, and other funding agencies and donors.
Preferred Qualifications


  • Knowledge of Commonwealth of Virginia university or state policies and procedures is highly desirable.
  • Working knowledge and or demonstrated experience with Banner Enterprise System, or similar ERP module based system is highly preferred.


  • Considerable experience in an executive-level position is desirable.
